WIP: Reference dockerfile

based on this comment: https://github.com/pelikan-io/pelikan/pull/72#discussion_r1103739104 I decided to write a Dockerfile from a minimal Debian install that demonstrates building and running the app, as a form of executable documentation for the steps required to build Pelikan.

We can either keep this around as a reference, integrate it into CI so the build breaks if we add new implicit dependencies that aren't accounted for, or extract the list of packages required into some other form of non-executable documentation
