Implement transaction size check https://github.com/bitshares/bitshares-core/issues/1573

  1. By default the maximum transaction size is 2048 bytes. Should we keep unchanged ?
  2. Next hardfork time added as below : #define HARDFORK_1002_TIME (fc::time_point_sec( 1566797400 )) //Monday, 26 August 2019 05:30:00 GMT @bobinson @pbattu123 Please let me know your suggestions.
