New deserializer for Peercoin which can handle new v3 transactions. Test added. Tests passing.

In which directory does depecher store user settings?

Specifically I am looking for a directory where telegram `api_id and `api_hash` reside. I've presumed `~/.config` but I can't find depecher inside.

CIFS module is required for mounting SMB shares. Can you please add it to the next release?
