Uhm, reading again your steps, it seems correct that if no developer mode, no technical groups are shown. I don't know what do you mean by "missing settings".

It seems you have some inheritance in the groups incorrect, like the project one. Compare that with a fresh install and adjust it.

I'm talking just about group inheritance, not other things shown in the group. Permission line, security rules, and so are linked to the installed modules.

It seems this is bringing more changes apart from the module `contract_sale_generation`. Have you done the `git am` properly?

OCA CI works with pip installable modules, so putting that test_requirements.txt, activate a pip installation over a GitHub pull request, not requiring the files in the traditional way.
