Implement native plugin that will provide a list all apps installed on phone and watch

We need native plugin that will provide a list of apps that are installed both on phone and watch and can show notifications. This plugin is needed for Settings -> Notifications and muting -> Choose which apps can alert your watch screen. UI and filtering logic for the screen was done as part of #82 but list of apps was stubbed.
