Set skip status of deployment as an output parameter

Describe the solution you'd like When the action skip deployment, set outputs.skip to true.

Describe alternatives you've considered This is a workaround until the GitHub Actions runner provides a neutral status (neutral exit code).

Maybe outputs.skipped is more understandable than outputs.skip.
