Update jbuilder to dune and drop the Makefile for now

This Pull Request is not meant to be merged as is.

I'm adapting the code base for BuckleScript (here), and in the process i wanted to move from jbuilder to dune (for the ppx).

I thought you could be interested in the refactor :)

In your opinion is it possible to keep a common codebase/repository for the two targets, or you plan to keep the fork as a standalone project?
