Disabling stats in the plugin

Because the plugin unpacks all stat files on startup, it is currently not possible to completely disable certain stats in the plugin. There should be a way to do this.

(The CLI is not affected, because there, the corresponding JSON definition can simply be deleted and it won't be automatically unpacked again.)
