PNG Filter: Unused Parameter

Whether it is a bug or not, I'm not sure.

There is an apply_png_predictor function in utils.py. The parameter pred is not used in that function. I believe the pred should be added up in the filter type: 2 (which is up). Since I'm not sure it is correct or not, I'm not interested to make modification and submit a PR. Could you please take a look?
