Rewrite clause 6 to improve alignment with the WG's decisions on "conforming"

During development of PDF 2.0 the WG decided to remove specific references to "conformance" throughout the spec... but left clause 6.

Today, clause 6 isn't aligned with the WG's decision. As such, it's now vestigial, ignored and likely confusing to new implementers.

Proposal

Retain clause 6, but...

  • Change 6.1 from "describes" to "discusses"
  • Rewrite 6.2 to inform implementers regarding the modern understanding of implementers' obligations.
  • Create a new top-level clause for "PDF processors" (currently, 6.3)
