FYI: I tried downgrading to postgresql11 and the issue persisted

Sorry, i should be more explicit, i use vagrant on windows, and by automatically i mean that when i provision the vm, my nugrant config parameters get created or updated...

Maybe this plugin would be usefull somehow https://github.com/MOZGIII/vagrant-host-path.

@jpaas my workaround so far it's running all commands with `DISABLE_SPRING=1`
