Handle check for many-to-many that works with taggit as well

Found a more reliable way to check while I wanted to override a `tags` widget in Wagtail. Tested through about 25 different usages in the project, works fine.

Bill status is out of date for several bills (HR586, HR1475, HR721)

Filing this as it seems to have just come up in our system, some bills are not up to date in the API. - H.R.586 - STANDUP Act of 20211,...

Upgrade to sendgrid 4

Fix key errors when importing billstatus

Fixes #299 Probably not the ideal fix, but I needed other aspects to work. If you can provide some guidance I may try towards a better fix.
