Add support for Polygon / Configurable PREFIX

Adds support for Polygon and Mumbai.

Also changes etherscan.py code to support custom domain (instead of etherscan.io) for the networks.

This would be useful - @pcko1 would you mind giving write access to either @gnarvaja or myself so we can merge pull requests and improve this repo over time?
