Update load_quandl_sf1.py

  1. Added a check if 'raw' folder exists, else crate the 'raw' folder in load_quadl_sf1.py
  2. solved the issue with an error if one needs to run load_quadl_sf1.py with zipline reloaded. Changes in zipline_data_tools.py are needed
