Added helm chart & Dockerfile

I needed to run this exporter on kubernetes So I added Dockerfile and helm chart to pack it for use in kubernetes. I'm opening this PR with thought maybe it can help others how want to use it on kubernetes.

Tested on: kubernetes: v1.19.7 & v1.18.3 helm version: v3.5.2 & v3.2.4
