Make Division Filtering for Payout View More Obvious

Right now when payout mode is viewed, it by default shows all divisions someone has permissions to. I think it'd be better if the payout button was a dropdown with a list of divisions people have pay permissions in, and selecting one of those will apply a division filter automatically.
