building the faction pool

phase 1: faction ban/pick

1..n-n..1 round with alternating ban-pick-ban-pick-ban-pick picked factions are added to the draft pool factions that are neither picked nor banned will be available for nomination/confirmation phase

phase 2: nominations / confirmations

1..n-n..1 round where player can either:

1. nominate a faction - this does not mean the faction will be availabile for picking (yet)
2. confirm a previously nominated faction - after a faction is confirmed, it is now in the pool (player can confirm a faction they nominated)

draft

1..n-n..1-1..n snake where player can pick:

1. faction (from the pool built previously)
2. place on the map
3. first strategy round initiative (1-n) - this is the order that players will choose strategy cards at the start of the game (whoever picks 1 is the speaker and the next strategy rounds are done normally
