Unicode (UTF-8) encoding errors on import

Using the Tools->Import dialog specifying all the correct options, numerous characters store in unicode become mangled.

This issue can be observed in version 3.4.1 by importing this file.

Entries such as "Åland Islands" deform to " �land Islands" for example.

Using DBeaver with JBDC the entries imported correctly, so its not a sqlite3 issue.

Can you please try with 3.4.17? The 3.4.1 was released in 2022.
