Java version check should allow 1.8 or newer

I have java10 installed and running hackrf_sweep_spectrum_analyzer.exe says it requires java 1.8.0 (64-bit), but running lib/hackrf_sweep_spectrum_analyzer.jar directly works fine and has no issues talking to the hackrf unit. Version check should be for >= 1.8

same issue here in Windows 10 with JAVA 64bit 1.8.0 201_b09

hackrf spectrum analyser dont will start anymore! Please fix it!
