Unfortunately, this is spam, and I don't think there's much we could do about it, when you enable pay button it allows anyone to generate invoices. @NicolasDorier any ideas?

Great ideas! I like the second (recommended) solution more as well. In a way, this approach separates store management and keeps it in the left sidebar and the account management...
