If the `enable_qa_globally` setting is enabled, users can turn on QnA for new topics from the composer. Internally, this sets the topic subtype as `question`.
The upvotes count for question and answer entity is always `0` irrespective of the votes in the platform. Other parameters like answercount etc are all good.
