Add support for Layer 3 Networking (Router Selecting) when creating/updating network.

When using a UDM-Pro and a USW-Pro-24 PoE, you get Layer 3 routing support. In the network setup, you can select if you want the UDM to act as the Router, or the USW to act as a router.

It would be nice to able to use the feature using Terraform.

Details on setup: UDM: 1.10.4 USW: 5.76.7 Network App: 6.5.53
