cloud-init mounts SSD prematurely in Ookaboo VPC

The SSD gets mounted on startup when the AMI launches in the Ookaboo VPC, but this does not happen in "EC2 Classic".

This causes problems later when we copy to the ssd.

Understand why this happens and fix it.
