(emacs.portable) Create a portable Emacs package that is a copy of the emacs package

To use the emacs as a meta package, we need to create an emacs.portable package. which is a copy of the emacs package as it currently uses the portable method of installing Emacs.

• [x] Remove the need for install.psm1
• [x] Embed binary
• [x] Install the package to the tools folder
• [x] Update the description to ensure it's noted that the package now installs to the tools folder
