Wizard follow ups

• in page wizards - only the wizard content (nav and main) should scroll. Has to do with align-self: start being added to $page__main.
• step number background disappears on hover/focus in dark mode. This is due to the mix-blend-mode on the nav item. Same issue as https://github.com/patternfly/patternfly/pull/6306. Maybe swapping our blend modes with a background color change combined with opacity will do it? cc @lboehling
• Use the action list (or gap or something) in the footer - right now the actions in the footer have margins, including a margin-bottom, so the bottom padding of the footer takes into account the action margin, which we shouldn't need to do?
