Menu/Select/Dropdown: add prop for adjusting timeout duration

Describe the enhancement or change Followup to https://github.com/patternfly/patternfly-react/pull/11018 where the timeout duration for focusing the first menu item was updated to 10ms. We should add a prop to customize this since there may be a case where a longer timeout is needed.

Is this request originating from a Red Hat product team? If so, which ones and is there any sort of deadline for this enhancement?

Any other information?
