Update PF.org navigation

If possible, first conduct user research to support these changes (probably a/b testing).

As PF has evolved, our website navigation has gotten longer and more difficult to navigate. It should be updated to condense, nest, rename, group, etc. wherever possible, to make the nav menu more usable.

  • Move ChatBot to Extensions. Set up redirect from previous url.
  • Move Topology to Extensions. Also redirect?
  • Move Component groups to Extensions. Also redirect? *
    • We would need to make sure we can support the nesting levels/organization that component groups need
  • Renaming Tokens to Design tokens. Also redirect?

Make sure to update links across docs whenever pages move

cc @dlabaj may coincide with the docs framework work
