Add guidance around placing icons before text when using for status or severity

Currently, across our UIs, similar icons are used for different use cases, severity colors are not consistent, and are being showed in different ways. It would be nice to have some sort of guidance in PatternFly as to when to use which icons when! This would require some sort of audit, maybe a look through UXD hub to see how different teams are doing this, or a look through Insights to bring order to this!
