fix(tooltip)!: remove BaseTooltip

Closes #2615

What I did

  1. delete BaseTooltip. pf-tooltip is already independent.

  1. <rh-tooltip> is affected
  2. Before merging, we should probably merge all other pending features and fixes, and release 2.5.0
