RH Theme: Masthead PF & Primary nav RHDS

This might be a much broader/larger discussion which encompasses all our navigation components...

I can see the value in finding some alignment with the product Masthead and our Primary Nav component's "header bar," especially in style or even the "header bar" aspect, but I'm thinking they're different components considering the needs across our digital experiences.

• Perhaps the nav part is composable within the masthead?
• Maybe they are 2 different components that have the same basic "header bar" style?

It may also be worth discussing with Steven Spriggs (@zeroedin), since I believe he's may have put a lot of thought into this very topic already, when building <rh-navigation-primary>, <rh-navigation-secondary>, and now <rh-navigation-vertical>.
