Frequent failures in loading libraries

I'm getting frequent issues in loading pattern lab pages when using the command line driven web server. It often fails to load jQuery thought that might just be the first failure that is noticed.

I can reliablely "correct" this issue by refreshing the page and then all the libraries work. This, to me, suggests that there might be an issue with the cache busting that has been implemented here. But I don't really know what the issue is.

It would be great if this was more reliable.
