"Draw Extra Borders" does not work

I've been setting up the theme as instructed, however I noticed that the "Draw Extra Borders" Option does not function at all. Nothing changes when it gets toggled on or off. It is kind of a problem as it especially affects the File system window (Attached Image). image image
