SPM does not allow a use of unstable version of wireguard-apple package

Summary

SPM does not like 6.3.X version of the library on Xcode 15.2 because of "wireguard-apple" package pointing to specific "revision" instead of version tag/release.

Steps to reproduce

Add 6.3.X version to your SPM dependency list and trigger Xcode to resolve SPM package versions.

What is the current bug behavior?

Impossible to use the library.

What is the expected correct behavior?

SPM resolve package versions correctly without an error.

In Package.swift point to stable version of "wireguard-apple" package instead of pointing to a specific commit hash. SPM considers "stable" version to be a version with a version tag/release.
