Support ChaCha20-Poly1305 data cipher

OpenVPN 2.5 supports CHACHA20-POLY1305 option to --data-ciphers. Would be nice to have support for this in TunnelKit.

The reason why this is interesting is that CHACHA20-POLY1305 is much faster than AES on devices that do not have hardware AES, for example when connecting to a Raspberry Pi running an OpenVPN server.
