[Refactoring, Realistic-sims, Measurements] Revisit interface for measurement protocols

Currently, the Measurement interface is quite cumbersome and not well documented. This issue aims to change this by simplifying the interface while maintaining backward compatibility.

Update: The measurement protocol has to move to qadence. However, for differentiability purposes, it wasn't possible in state. Should discuss best way forward with @dominikandreasseitz. Possible for Ethan internship.
