Add a new district search criteria ("idq" parameter of SeLoger.com)

Really good patch, except for indentation glitches. Please fix them and I will merge.

Thanks for the feedback. I am a total newbie to Qt, sorry for the indentation problems. I will try to fix all these problems next week.
