Was never totally happy with this lock icon from the old version, but something like this.

There was always a moment of cognitive dissonance for me regarding the lock icon. My instinct was to see it as meaning the length (or height, respectively) of the ruler was locked.

One possible alternative that comes to mind would be the icon Xcode uses:
