When looking at the image it seems that path for `sqlcmd` has changed from `/opt/mssql-tools/bin/sqlcmd` to `/opt/mssql-tools18/bin/sqlcmd`. Not sure if this was intentional or not.

I had the same issue, but in my case it was a `devenv.exe` process still running, even thou Visual Studio was not running anymore.

@daveaglick https://github.com/Wyamio/Wyam/issues/408 and https://github.com/Wyamio/Wyam/issues/480 no longer exist. Do you know which is the correct upstream issue?

For my cases I stopped using it, when it stopped to work reliable. Therefore I would be OK to have it removed.
