How does one download this dataset?

A bit confused by the state of this repo as it seems a significant portion of this dataset isn't available for downloads, and the links provided seem to redirect to a totally unrelated website at the moment. I'm very interested in this dataset due to the third and fourth tasks described. Where do I need to go to download it?
