upgrade symphony/monolog-bundle

Just putting this up for future.. monolog-bundle in Partkeepr is quite old and a fix that troubles many was fixed back in 3.1.2 #905

so its probably time to try and do some upgrades to the framework...

@baradhili I'm not sure why you added the good first issue tag here as it is meant for first-time contributors as "low hanging fruit".

In this case this particular issue needs some serious experience and commitment, not at all suitable for first-time contributors.

@dromer - it can change :).. I was coming from a laravel standpoint where an upgrade to a new version is not too horrific and some people are really good at it..

The fix is: we need to update all our dependencies which is atm the biggest mountain in the way of future development.

The docker dev image and instructions are just about usable which will hopefully make it a lot easier to do local testing and upgrades on all these old software versions.
