Formally Define PartiQL Keywords

We need to formally define all of the reserved keywords in PartiQL. This is particularly important because keywords have shifted since SQL-92, but also the various vendors are not consistent with adherence to SQL's definition. I do think we can be a bit pragmatic here (e.g. YEAR as a non-reserved word), but we do need to define it.
