International shipping input should not be required under all circumstances

In the market module, when creating a product item, it should not be necessary to input a shipping value for international shipping if the source country and the only destination country selected are the same.

Example: if the Shipping From country selected is France, and only a single Destination Country is selected and is also France, then the international shipping value should not be required.

Disabling the international shipping value input until further selections or choices are made is one possible option. Validation though does need to be updated to prevent a value from being required in such a case.
