V3 OS notification system not triggered

Describe the bug When notification worthy events occur nothing happens within the OS desktop notification system.

• arrival of payments
• milestones in the order lifecycle
• incoming questions in the "comments & reviews" section

Expected behavior Having notifications

Versions (please complete the following information):

• OS: OSX 10.15.7
• Market 0.3.2
• Core 0.19.1.1
• Client 3.0.0-RC-test002

Additional context Additionally, the comments & reviews section has no visual notification for me in the browse listings context.

There is currently no notifications triggered in the application, hence I've changed this from a "bug" to a "feature request"
