PD: Add radio switch to installation procedure to enable tor proxy setting

Is your feature request related to a problem? Please describe. User can't switch to TOR connection during setup phase, it needs to be done manually.

Describe the solution you'd like Add a radio switch to the installation procedure like in #1717 described to put that setting automatically to particl.conf file.

Describe alternatives you've considered Describing the procedure to create and manipulate the particl.conf file manually within the installation procedure. But that seems a bit off.

Additional context Related issue #1717

Implications Leaves room for an "advanced setup" sub-procedure while installing to put any setting that is related to the particl.conf file before fire up PD the first time. This also leads to customized UX template options. Eg. Open this or that module automatically.
