Add .webp image support.

There is no .webp image support. This format is pretty popular nowadays.

Technically, there isn't much support for png either... all png's are actually converted to jpg's in the marketplace service. This should actually be a feature request int he particl-market repo, but I'll reference back to it from there at a later point, as once support for different image mime types is added to particl-market, Particl Desktop will need to enable support for uploading the same image types as well.
