Adress should be pre-filled if you have a shipping profiled already configured
After adding a listing in your cart, when you click on "continue to shipping" you arrived on the "shipping details" page.
This adress on this page is always empty in both situation, 1/ empty adress if no profile adress is configured 2/ empty adress even if there is a saved shipping adress profiled
People will mostly have only 1 shipping adress. The improvement i propose is in case 2/ If there is a shipping adress saved in the desktop it should pre-fill all this adress detail AT first instead of empty.
If users have more than 2 shipping adress saved then you have 2 possibility, either you had an option with a "per default" adress or you just pre-select the first one in alphabetic order (or the most recent adress)

Thanks for mentioning this. We have previously identified an issue where the user would navigate back to step 2 from step 3 of the checkout process. The saved address was displayed as an empty input if a saved address had previously been selected. This issue however, has already been resolved.
With regards to automatically selecting a saved shipping profile, there should not be assumptions about "typical" user behaviour. I'm hesitant to change the current behaviour without any evidence to measure or provide support for any specific selection. There is also no way to identify which address is most relevant and it can lead to annoyance and frustration when a user needs to change an incorrectly selected address each time they use the checkout process. Moreso in some cases than having to select an address each time. We can have a look over some of the online retailers for what they typically implement and maybe take cues from that.
In addition, with the upcoming settings implementation, we can possibly include the ability for a user to select a default shipping address, which we can then pre-select on the 2nd step of the checkout process. This would allow the user to explicitly indicate a default address which can then be pre-populated for the user during checkout.
Noting that with the first iteration of the settings changes being released shortly in v2.2.0, the ability to select a default shipping address could/should likely be added as a possible option. Needs investigation into marketplace APIs though to determine feasibility.
