Connection timed out in China while downloading OpenFST

For some reason Chinese users cannot download openfst from google.

This bug can be solved by changing the download address in the build file to http://www.openfst.org/twiki/pub/FST/FstDownload/openfst-1.6.7.tar.gz

Thank you so much for such helpful advice, I also recommend that it would be better to download these files through chrome instead of wget and put them into ctcdecode/third_party directory.
