Open an issue if CI is not properly setup

Travis! AppVeyor!

Maybe someday we can use Actions for Linux testing, but I don’t know if it will support Windows directly at first.

We could also try using Azure CI which I think does Windows and Linux together so then we’d only need to configure one service :) Not sure if they have free plans for open source!
