fixed-hash release to update `arbitrary` dependency

The fixed-hash crate has been updated to use the dependency arbitrary = "1.0" about one year ago but no release has been created after this. This is a problem because the current release still uses arbitrary = "0.4" while other crates in this repo have been released with 1.0 making them incompatible.
