Mention `.terserrc` support somewhere

I looked everywhere but it appears that .terserrc isn't documented anywhere on the site nor on terser’s site. It'd be great to make this feature official by including it in the docs

I'd say terser (and its config file) should be listed on https://v2.parceljs.org/languages/babel/
